Horizons Help me to understand something about combat?

I'm trying to land on a planet to find mats. As I'm landing, I'm challenged, then attacked by an NPC. He is now "red", but I scan him and he is clean. But he is shooting at me and I can't get away from him, so I have to shoot back. So now I have a bounty and I am wanted? Is this how it's supposed to work? I'm a bit confused.

P.S. Didn't escape the combat either, it was a super viper.
 
Look on your right panel, on the far right in the Functions tab will be a setting for Report Crimes Against Me, make sure it is turned on.

In addition, are you pledged to a power in Power Play? If you are, and you are in enemy territory (e.g. pledged to an Empire power and in Fed space), the NPC can fire at you at will and will never be wanted; if you return fire, you will be wanted. Anywhere else, if they fire on you, they will be wanted just like a normal NPC.

Oh, and regardless of Power Play, if you're getting attacked in an Anarchy system, they'll never be wanted either. All NPCs in Anarchy systems will be labeled as "Lawless."
 
If you could leave the planet and jump into SC and then circle back, the NPC would be gone. They don't follow you into SC from a planet's surface.

Also, when you are landed and leaving the ship, always shift the PIPS on your power management to 4 PIPS for SYSTEM. This will give you max power to your shields while you are out of the ship just in case you get attacked.
 
Thanks for the replies. One thing isn't answered, though. Once they shoot me first, shouldn't they be listed as wanted?

It has nothing to do with who shoots first but whether you're allowed to shoot them. It's quite a complicated system as described above.

I'm not quite following you. If I shoot first, I'm wanted. If he shoots first, nothing, he's still clean. If I shoot second, I'm wanted. He can shoot with impunity and there are no consequences. I'm not involved in powerplay.

Look on your right panel, on the far right in the Functions tab will be a setting for Report Crimes Against Me, make sure it is turned on if it is not turned on they won't be reported and if you fire on them you will be wanted.

Thanks, I got that. That explains me, but not them. When a human shoots, they are wanted. But I have to turn the tab on for them to be wanted? This doesn't happen automatically for the NPC? I have to report that they are shooting at me for them to be wanted? Can't I defend myself? So this is considered normal gameplay, right?

Okay, I got it. Doesn't seem like fair gameplay to me!

I have to report that they are shooting at me for them to be wanted? Can't I defend myself? So this is considered normal gameplay, right?

Okay, I got it. Doesn't seem like fair gameplay to me!

I've had such an occasion, but it requires a special constellation :
- the Planet (i.e. System) or an Installation on the Planet (if you're nearby) has to be Anarchy, making it their regional jurisdiction (I do believe that's a 1Mm/1000km Radius around any groung Installation they control)
- optionally, you being Hostile with that Anarchy Faction aggravates the issue

I was frequently hostile with a local Anarchy Faction, then went to scout some Planets and got surprised by any POI (with Skimmers) I encountered being immediately and automatically hostile to me - they opened fire on my SRV without any delay or any aggression from me.
Then I took them down, found nothing of much interest and recalled my Ship.

As I boarded, I noticed two Contacts approaching me. Turns out Anarchy Factions do have "System Authority Vessels" within the little regional space they control (they owned a small Colony on that Planet).
Made it out with 40% Hull despite Enhanced Performance Thrusters; one of the Security Vipers had Engine Mods as well :D
