Horizons High security bases- what am i doing wrong?

I decided to try looking for modified embedded firmware at planet bases since I have never seen it as a mission reward. I figured since it was a rare item I should be looking at large high security bases. These bases usually have several security vessels patrolling the perimeter. After I destroy them reinforcements arrive. When I destroy these newcomers more arrive and so on. Eventually the waves of ships wore me down to the point where I was forced to retreat.
I'm about to go looking for an anarchy system with a suitable base and hope things are different there.
Is this what I should have doing all along? Any other places I should attempt? Different strategy?
