How do I get around this error uploading park?

So, I spent probably over 100 hours working on this scenario, and when I finally finish it and try to upload it to the Steam Workshop, this happens:

No matter what I try, this still happens. Any idea what the problem could be, and how to get around it? I feel like all my work has been for naught :cry:

No one else ever have this problem? I created a new scenario yesterday, spent all day on it, and got the exact same “unable to create item content” error. Yet when I google that phrase nothing even comes up.
