bounty hunting with a kw scanner in his system works too, if you are lucky and get Ted"The Blaster" bounty .... they are rare and there are no RES in the system, so you can only hunt in nav beacon or via interdicting.
I turned in about 27000 Cr bounty vouchers for him and Rank was improved from around 20% rank 3 to 57% rank 3. hard work for those 27000Cr.
alliance bounty does NOT work.

indeed. or at least alliance bounty. Its much harder to rank up with him than with felicity farseer, who accepts just explo data
I think the two exploration engies might be the exception here not the rule :/ everyone else seems to want you to go scan surface bases

I think the idea is that his bounties are issued by HIM and that is why they are important to him. Why would he care if you killed some yaw whos in another system that have nothing to do with him.

I don't think so, it's simply that devs forgot to add every bounties in his accepting list that's it.
If there really are unique bounties issued by him (see comment #4) I guess he sadly is not meant to accept every bounty.
if it were true (which i really think not), why do they even allow us to give him ultra rare bounties at the first place ?

It makes the opposite, it makes complete sense. They added bounties specifically to get reputation with only him..
and yet these bounties are very rare, only in his system, and very low incomes, which might be the worst way to earn reputation (even worst that upgrading).
Yes you can, but that will only unlock him. After that only bounties issued by him count, which are rare. Look for blaster bounties

I turned in a 36,000 bounty at his engineer station, I was at rank 2 17% and it only went up to 24% Is this a bug or is it just useless. (while 36,000 may not seem like much it took me about an hour and a half to get that considering no res and it is quite rare.)
nobody is sure, but we can make supposition about this, mine is that it's either a bug or a dev forgot to add every bounties in his list, not just those of his system (which are very low incomes and very rare just like you said).
