No idea about the quest, but for my HP reverb (and presumably any other Windows HMD), you start the game, then go into options and graphics configuration and there choose HMD with whatever you're using for audio output.
Simultaneously, it's probably a good idea to set the screen gtraphics to wndowed at a reasonably small resolution - ED will mirror the HMD vies (left eye IIRC) on your PC's main screen.
You may need tor restart the game and the Quest software a couple of times until all the respective auto-detecting configuration mechanisms have talked to each other.
