How to catch pocket thieves?

Hi all.
I'm trying to finish carrier level with many thieves. There is task concerning cathing pocket thieves. I have 3 policemen, several cameras but there is no result. Can anyone help with criteria for successing cathing pocket thieves? Should I raise the salary for policemen, train the for next level, anything else?

I find that when a theft is reported, click on the notification to the victim, then try and find a person near by on their own that has thoughts that they just pickpocketed someone. Then you can eject them from the park. More cameras and saff will help, especially if they patrol areas the areas where the crimes happen most.

Thanks for reply. But the matter is how to catch them. This issue is important because of the level objectives: catch 4 pocket thieves (bronze), catch 10 pocket thieves (silver).

.... And train your guards to lvl 4 (expensive!) Have one patrol the exits. He'll catch pickpockets that were caught on camera if the other guards didn't. Thieves will outrun untrained guards.
