Engineers How to meet Marco Qwent?

Took me 4hrs to collet the mod T's for my main man Marco! Going to roll the dice later this week as am working away tonight. 4mod t's per mission, when they appeared on the board!
He asked for 25 I seem to recall....

Yesterday I unlocked Marco. I had to relog several times to get the Sirius permit (I was allied to them for a long time, just never bothered to get the permit) and then relog inside the Sirius system (on the dock) to get the Qwent mission.

I have to say this RNG is a waste of time but anyway, if you know all you need to do is relog it helps.
