That's not normal. Something is wrong with your system Virgil. My system (apart from the GPU) is actually old and subpar, and my GPU is much slower than yours.

EDIT: How much ram and what CPU do you have?

Occlusion is the FPS killer. Occlusion is the little-death that brings total re-projection. I will face the occlusion. I will not permit it or f.lux to bork my frame rate.

your CPU is *much* better than mine (http://www.cpubenchmark.net/compare.php?cmp[]=1780&cmp[]=822), so is your GPU. The only difference would be the additional 8GB RAM I have, but I doubt that makes much of a difference in this case.
Can you try the settings I described earlier to see if it makes a difference. As Skafen said, turning Occlusion off is really the main point though.

EDIT: here are my settings.The last setting beneath what is visible, which is also related to "Terrain Quality", is also on ULTRA. Chaperone SS is on 1.75.

Maybe you could shy away from the ultra settings but I don't have any point of reference for good 1080 settings. AA did give me a good FPS drop, as did shadows but you have AA disabled and shadows on medium and your rig is much stronger than mine.

I could turn AA on, but I prefer the picture quality without. Feels "crisper". Maybe I'm just weird :D The stuff that is on ultra didn't have much of an impact FPS wise, but a big one visually. As I said earlier : it's all about compromises.
yesterday I found one way to really kill my FPS with those settings by the way : dual mining lasers shooting at a *very* close (10m or so) chunk of ice in a ring. Dropped me under 20 fps. I can live with that :)
 
Probably better to leave AA off, if you're encountering lag already.

The thing that frightens me a bit is, what performance will be at the point I'll return to the civilized bubble. (if I survive the trip, that is)
Right now I'm somewhere about 39k LY away, heading outwards. There's not much dogfighting nor mining going on here... except for me wrestling some godforsaken rock for a lump of something.

I noticed there is a civilized system about 20k LY away from both Sol and me.. whichever abyss they crawled out of is beyond me. Registers at 750 residents. Makes me curious but I'm headed in the other direction.[noob]

On the subject of performance has anyone else noticed that the presence of a graphically demanding planet in the vicinity seems to affect performance within a station even when the planet is not visible?

Yes. It seems planets and bases are being rendered even when not visible. This can also be seen in Black Hide. There's something there that causes stuttering and very low FPS. My guess is it's the planet next to Black Hide, but I can't profile it so I don't know for sure. There's much profiling to be done by FD aparently.

I can confirm this. Even inside a starport dock you can tell which direction a nearby planet is via the fps.
 
Yes it is getting silly. The "vive" issue is fixed with the steamvr workaround which has been known for quite a while. This is also needed for the Rift but you use the debug tool. The issue left is performance and that is common to both the Rift and the vive. So it you want to play elite in vr the vive is currently as good as it gets. The Rift do not produce better quality.
