This bug seem's pretty common lately on PS4. Planetary outpost have NPC's on all pads in PG that flightcontol urge you to land on top of. After switching to solo landing and swiching back to PG you get this.. I had it and some of my friends also experinced this.. my Phantasp was awesome!
