Why don't I have access to any of the Horizons stuff when it's in my library?
I purchased the Horizons season pass, steam says I have Horizons but I don't ingame

When you register it to your frontier account.
The exact same account that you use to log into the base game!

Doing double click on steam icon, so library, you should see someting similar ( depending from how many games you purchaised on steam of course )
Right click on Elite dangerous and you should see this
Click on the Horizon version and for sure you will play Horizon
If you see only play game, check if the expansion horizon has been installed
