Because of the rush to claim a system everyone I know and have spoken too chose to build a tier 2 or 3 starport including myself. After taking a break and looking at the material requirement everyone who hasn't deployed their beacon wants to downgrade to an outpost without the cooldown period and spending another $25m.

Thats been followed up with the question - can you start with an outpost then build it up to a starport.
