One thing I believe no one in here will disagree with is that having systems such as Deciat full of people trying to prey on the unaware is not healthy for Open. It goes way beyond 'people should know better', 'dealing with it' or 'learning from one's mistake'. It's very easy for a new player to be put off by such events and just decide to avoid open for a long time, or indefinitely.
I like that PvPers exist and that space is dangerous, but game mechanic should support both sides. I bring this up often as I quite like the way this is handled in EvE. Secure systems actually feel secure (with some exceptions, but that's a topic for another time). So people who want to PvP hang around low or no security systems. At the same time, the developers put some worthwhile content in those systems, so that people actually have an incentive to get there and risk an encounter with someone who may kill them.
What we have, instead, only promotes animosity. Security level is a joke and there is little to no reason to go to a low security or anarchy system, other than passing through on your way to some other place.
