Why are so many Courier missions giving me illegal follow-ups? I take courier missions when I don't want illegal activities. If I want illegal activities I'll look for them.

I get those a lot from a democracy type. It'll be something like a planetary scan job resulting in trespassing fines and/or bounties. It just doesn't bother me. Aren't politicians just criminals with authority anyways?

Follow-ups are usually of the same type (exploration, combat or trade) as the original mission.
Courier missions count as exploration, and most exploration missions involve illegal activities. (Though not very illegal activities - small trespass bounties only)
