I would like to suggest a change to the cargo scanner.
Cargo Scanners should be used during the supercruise flight and in normal space.
While used during supercruise the cargo scanner is able to estimate the possibility of illegal cargo (illegal in this system, or illegal because the ship is near a station or planet the cargo is declared as illegal).
The better the cargo scanner (like an A cargo scanner) the more accurate the result of the scan is, means the player has a high chance that the scanned ship has really illegal cargo in it.
In normal cruise the cargo scanner works the same way as it does now.
In normal space you have to scan the suspect again to be sure.
This "feature" could be used by missions ... "Go out an scan for ships that have illegal cargo in it".
The reward of cargo scan-missions should be bigger if the ship drops its illegal cargo than to shoot the smuggler down.
(Therefore we need to get a enhancment of the communication system)
Some ships may follow this order some others may not.
If not... they may try to :
- kill you
- disable your ship
- make a deal with you
- flee
