Influence Level at day of Expansion

does the Influence level of the Expanding Minor Faction on the day of the Expansion affect their Influence level in the System they expand into?

i just recently worked a Minor Faction up to 91.5% Influence on the day of Expansion. in the System they Expanded into they leap-frogged past four (4) other Minor Factions, immediately had 9% Influence and started an Election against another Minor Faction.

the Controlling Faction has Influence around 72% or so and the Faction i Expanded into the System essentially jumped right to second place.

is this normal?

Not obviously.

immediately had 9% Influence and started an Election against another Minor Faction.
In an invasion situation you'll end up with an influence at the midpoint of your normal entry influence (7-8% range) and wherever the faction you're invading against was before (probably ~11% in this case?). It's unusual for this to end up as high as 9%, but it can go higher in the right circumstances.
 
sometimes influence effects from the tick before are applied after expansion into system.

we had some lucky shots with negative influence actions raising starting levels, as well as with bounty redeems via fleetcarrier. but it is inconsitent.

i thought Invasions only happened when there were 7 or 8 Minor Factions present.

the System Expanded into only had 6 Factions originally.
