a nice idea in theory, but unlike Mobius you can't really identify those not conforming.
Checking whether a ship has engineered modules isn't quite as achievable as checking whether someone blew up another player...![]()

How can we know, that someone uses modded shield boosters? Or a modded power plant? Or has more chaffs?
It is simply impossible - which would directly lead to endless discussions.
There should be a CQC in game where people can enter and fight their in game ships in ranked combat.

I think OP's suggestion is going to hurt ma emersjon, but it has been hurt lately. I will back up the proposel for Hutton and if not possible maybe a nice small cluster near Beagle Point, this to insure you are not ganked by an evil ganking, griefing, no good CMDR. You could evn have a little security force there and a single delapidated orbital station, with a shipyard of course. No outposts, no mission board (cant have it all!) and only 1000 ammo pr. 10 minuttes. Limited fuel, and no scoops.
I would support that. I would even use spare time to make it happen.
So dont say the PVE's are not helpful [yesnod]

As a non-Horizons player, this would be a dream!
I play nothing but open, so when another commander interdicts me (even in my FDL (especially my FDL because it has no cargo bay)), I have a very simple list:
1. During interdiction, choose a high wake and put 2 pips to shields and 4 pips to engines
2. Fight interdiction
3. If losing, submit
4. RUN LIKE HELL
5. High wake
Always, always, ALWAYS run from another commander. Most of the ones interdicting non cargo ships have tons of mods and tons of skill. Since I don't have Horizons, unlike many people, I always assume the enemy commander has mods, and that any resistance in my FDL against their super tank FAS, or ultra maneuverable Vulture, or etc. is futile. Better to repair 250K damage than kiss 4M goodbye. So if there's a clan version in which FDev has disabled engineering I'd sign right up. Fighting chance 100% of the time, that's better than .001%.

To start restricting game content is a silly suggestion, engineering was an attempt to add some much needed build diversity. Engineering is part of the game and it is available to everyone if you are prepared to put a little effort in, no different than grinding credits.
As a pvp’er it should be obvious which mods are worthwhile and which are not, many are not. The same is true of the experimental effects. Once you are familiar with engineering mods it is not that hard to figure out what an opponent is probably engineered for if you take a quick gander at the sub target list. There are also a set of icons to show effects on your ship and your targets ship under the relevant ship schematic on the UI; while some will only show on your targets ship it is still worthwhile knowing what they are.
If you cba engineering your ships and putting the effort in to work out which are viable and which are not, set up a private group, set some ground rules, and only invite folks you trust.
Sorry but your suggestions won't happen for now. There has always been a gap between PvP in Open play and PvE in Group/Solo. PvP often won out thus PvE players had to deal with many nerfs to their style of game play. The Engineers actually fixed that as PvE can upgrade their ships for their needs and PvP has access to awesome weapons with their style of play. The negative is one will have to seriously upgrade their ship to be competitive in Open. The option is also with Groups from no combat to intense wing/jousting sessions covering the play styles of many. It really works out for everyone except those wanting to change the game per their own needs versus looking at all the opportunities available. Just one opinion.![]()
The only thing that is stopping many, myself among them, from pursuing pvp in ED (and i have enjoyed it in other sims) is the engineers, an environment that excluded engineers mods would result in more people flying in open and engaging in pvp.
Yes indeed. Also if it was one system as the OP proposes it would serve as a magnet for those seeking un-RNG-ineered PvP. We'd have a busy system, regulars, newcomers. We could store a ton of ships there and change our builds up at will.
It sounds pretty close to Nirvana to me but frankly I fear that FDev's Fun Police will think otherwise ...

I play on a $200 computer. I already had an old as dirt Sidewinder Precision 2 joystick.
Dual core Pentium, Intel graphics, 500GB SSD (bought separately), 4GB RAM.
10fps orbiting planets, ~33fps in SC, ~25-28 in RES/fights, 30fps when docking. All on minimum graphics at 1280x720
Would being able to see if a ships module is modded be a bad thing?
No exact details, but just the hexagon mod icon next to any module that's not standard, once the ship is scanned.
That would A) allow easy moderation of modless PvP.
B) give the general community an idea of what they're up against.
