Is base game Console edition equivalent to base game PC?

I've been wondering this and can't really find an answer anywhere.

I'd figure if anything was bundled in, like with JWE's Switch port, that they'd go into detail as to what it contains exactly, but the fact the available DLCs for console edition are only the more recent ride collections seems a bit weird.

The only DLC's available are shown here. They've said they are working on bringing other DLC's to the game.
