You'll need to find a faction with the right government and support that one instead.

the problem remains that i am helping a friend who has taken over a abandon pmf and as a small group it would be in our interests if there was a way to change the government type instead of abandoning it all together.

Again, no its not possible afterwards, Fdev has stated that you go with the one you choose.
I should know as i have asked this 2 years ago for our PMF and it got rejected by Brett C.

We had a group switch from dictatorship to patronage. And another from patronage to dictatorship. The former was when changes were allowed. The latter was after. Hmm.
