Hello,

Can you control territory in ED and is there an active player base on PC to do this?

If so, which player factions are at war, who needs the help most?

There are minor factions in ED that were created by FDev for some player groups* but as I understand it those groups have essentially little more control over them than they would have if they had just decided to support an existing NPC minor faction.

*I am not sure if this can still be done.

Not in the way you are probably thinking. You can fuss with the Background Simulation but players cannot own territory or bases.

Some have control of hundreds of star systems...

Some of us are content to manipulate individual star systems to our will and then move on to the next one.

Some have "control" over star systems, but that doesn't mean much more than their name printed somewhere. Control over a system means nothing except for bragging rights and having successfully manipulated the background simulation to your liking. It has no consequences for other players who don't care about "your territory" other than that you have a hand in shaping the system's economical and security state.

Depends on what you mean by "control".
There's PowerPlay, there's the BGS and there's the Thargoid war.
Powerplay gets you some toys (like shields or guns), a few perks (like double bounty payouts) and some income (negligible until rank 4 of 5).
BGS gets you bragging rights like shown by @nemolomen above, and possibly some influence at the unfolding of the overall ED storyline (which was the original motivation of TTW three years+ ago)
The Thargoid war gets you the continued existence of mankind. Perhaps. Unless the latest experiments of Azimuth will lead to our complete extinction.

As to who needs help most - that depends on which war you want to fight. There's a few thousand going on all the time.
