Is VR conrolling things even when not in use?

I havnt even tried VR yet, not until I get the hang of this game again, and not until I can get Verity in voice attack working, she hears me now and confirms my requests, but nothing even actually happens?, guess I have to bind her or something?
Anyway, my question is, even with my Vive turned off, though connected via USB, I cannot start ED without Steam VR also starting up?
It took me ages to work out how to even turn ED off as I would hit the ESC button which takes me to the Menu, but when I used the mouse to select an option such as save to desktop, though the mouse would point, as soon as I clicked it, I would return to cockpit vies. I have since discovered I have to press joystick 19 instead of clicking the mouse.
Is this as a result of my computer trying to use VR?, I cannot see how else to change the mouse.
If I disconnect the Vive usb, will that return my mouse to normal?

Don't have Vive, but had this with DCS and Rift and the mouse. Try hitting alt+enter to bring ED to the foreground app that is running on the desktop. This should bring your mouse back into the game (I think).

Cheers, though another thing to remember!, Took me ages to get my earphones and mic working, seems Vive also wants to take over that function as well!

Not sure about your Vive question as I'm on Rift but to get Voice Attack working in game I take it you've mapped the right buttons to the commands? If so try running VA as Administrator.

Thats my next job, I just mapped out my new Warthog, now I need to figure out how I bind Verity to the right buttons?
I didnt want to risk my maxed out Asp whilst I try VR so thought I would buy an Eagle and keep my Asp in storage, pleased to discover I already had two Eagles lying around the galaxy, one of them already pretty trick so about to try that out.
How do I get an engineer to make it even better?

IN VA you need to refresh the active window and make sure the Elite Dangerous (CLIENT) is listed as the application that VA will send the commnds to. Once ED has launched, alt-tab out to VA and 'refresh' the list, select the ED client again[even if it was already] and tab back to the game. Try it again

HCS packs use the game's default keyboard settings. As long as you map your hotas to the secondary command list and leave the keyboard commands intacted you should be good to go.

You bind voice commands by going to the control binding menu, selecting the control you want to bind then saying the word you previously programmed into VA.

Looking at my Options screen in ED I see I have a custom screen, I guess as I changed just a couple of things to suit my Warthog like assigning Yaw for instance. I see I have no secondary mouse assigns so am guessing this is as a result of having created a custom key assign?
So I am also guessing I will have to input a secondary mouse assign for each action I have on my joystick, then go into voice attack and set each individual key assign in edit?
