Issue Tracker: Bugs marked as "duplicate" should have their unique contributions copied to original report

As the issue tracker stands, if you have two reports on the same issue, the newer issue will get marked Duplicate and closed. However, this wipes out the contributions of those who have replicated the bug and stated such on the newer bug report.

This is how it currently functions:
Someone sees the bug, and makes a report.
Later, 7 other people also say they've encountered it.
A new person experiences the bug, doesn't search for similar threads properly, and makes a duplicate thread.
Later, 7 other people (different to the original 7), contribute and say they've encountered it.
A mod comes along and sees the newer duplicate issue, marks it as such, and closes the issue.
Now, instead of one issue having 14 unique contributions (7 from each issue), the newer 7 will be wiped out, meaning that it won't be Confirmed despite 16 people all saying they've found this bug.

Note that 2 of the duplicate-issue contributions haven't gone across to the original, reducing the chance that the issue will reach Confirmed and get Fdev's attention.

I propose that for issues marked Duplicate, all contributions from the duplicate get copied across to the original, minus the ones where a cmdr has contributed to both issues.
