Expect him to troll you guys some way (meaning some unsusspecting folk, a lot of ramming/shooting/etc.) if he's let in. Hey, he declared “fighter escort” on the roster, and I can respect someone who heads into the black in a 20ly fighter, to keep people safe. I don’t really know him, never met him. I don’t even know who Salome is...some girl in the Bible who ordered the beheading of John the Baptist. If he signed up as a photographer, with a 20ly ship, I’d keep concerned.
If he intends to disrupt the expedition or troll people, he’ll end up playing in Solo, cause he’ll get mass blocked.

There's nothing saying he can't fly to any part of space.
Whether he officially signed up or not it doesn't matter; you should expect to see him at any point along the way if you fly in open, because that's how it works.
The minute you don't expect to see him is when you get your tailpipe lit up by 5 double-shot fragment cannons.
And if you don't fly in open, then why care at all?
FWIW -- most people will probably be in the Fleetcomm PG anyways, which he may actually even be a member of. I'm pretty sure that Harry is a member of the Canonn PG where PVP must be consensual. I expect he would also follow the rules of the Fleetcomm PG if he happens to be a member of it.

I’ll be doing DW in Open and PG, and I’m operating on the assumption that there will be ganks in both by someone or another. Ship outfitted appropriately to give me a shot.

In general, it’s a good idea to put your back to the star if you see hollow radar reticules (or any radar reticule that far out) and if you see anyone moving into your 6, be prepared to jump out of the system. And pay attention to reports of gankers. Are there gonna be any save points/temporary stations, or you end up all the way back in the bubble if you lose your ship?

Other than that, I'm sure he's a perfectly likable fellow.
To be fair, I haven't heard his name for a long time so perhaps he's playing nice nowadays, but there's no denying he has a reputation.

To be honest I find it great that something like the DW2 expedition works for so many often very different play-styles. I'm glad we have well known commanders from all walks of the game rather than just all the explorers.
Specific to DW2 it really doesn't matter, DW2 is in Fleetcomm PG which has clear specific rules and there is a process if those rules are broken.
Overall who joins or does not join and how they act is irrelevant, if there's an incident simply follow the process, don't give them the stage presence they clearly want. If there's no incident simply go enjoy the expedition as normal.
And yeah, advice always has to be taken with a pinch of salt, I can assure you my builds are more.... traditional explorer...
