Powerplay Just started PP for that sweet Prismatic, got question about merits

Had some ships from another Power that showed up as both Wanted and Enemy when scanned in a HazRes, but gained no merit for killing them. I was under impression that any ship showing as Enemy was a PP NPC/Player and would give me merits, but I guess that only applies in a CZ or something called "Military Strike Zones"?

Yes. Specific types of ships from different Powers will give you merits - there is a full list in one of the early PP guides in the PP section. You find these in strike zones (where appropriate) and in supercruise in undermining systems.
