Right hand menu, look for engineers symbol in the first slide, select that and read up on how to unlock those engineers. Eventually you get to one that can engineer your kill warrant scanner.

Sorry in advance if i get on anyones nerves in the future. I bought the game 6 days ago. First 2 days I watched tutorials online, next 2 days i practice the tutorial/training online and have only actually played for 2 days. Blew my ship up / twice landing and taking off, and 2 times by wanted criminals so far..lol I have around 500,000 credits and am upgrading my sidewinder the USS Seeker.

I have Braina as well i'm going to try and set up for voice commands. Its an AI software I bought about a year ago for like a $100.00 and I get 5 years of free updates. I tried to add the keyboard short cuts and stuff but nothing happened. I read that I have to tell it what software to use the key bind and voice activation with. Windows apps are easy but connecting to steam and ED is a little different.
