Is it normal to find systems in boom state but no faction is offering missions? Is it a bug? This has happened to me a several times recently. It just seems really odd that factions can be in boom but offering no missions, not to mention the lack of missions from all the other factions as well. Are popular areas running out of missions??

Sounds like a system with more than one port, controlled by different factions. The filters includes all systems where one port is at the requested state, that doesn't mean they're all in that state.
Seems to be popular systems, I've been travelling to common haunts for Fed rank gain. Gave up on that and gone to some fringe systems I know quite well and there are LOADS of missions. Seems the best way to rank up is to go somewhere unpopular...
I'm doing the naval ranking on my secondary and I stick around larger systems closer to the various capital systems. For the opposite reason you're moving to the fringe. 
Big systems has wealthy factions and they're always populated with the maximum 7 factions per system. The more factions in a system the better chance for more superpower reputation missions.
