Yes, that laptop can run Planet Coaster.

There has already been a lot of discussions about the game's performance and FPS. It's hard to give you any FPS indication because it depends on the amount of objects and guests in the park.

The CPU in that laptop has a low base core frequency compared to higher end computers. I recommend that you keep your expectations low when it comes to performance.
