CQC Laser Tracking Question

The last couple of days I've come up against one particular player, who I've struggled to kill

If I attack him first, the first few shots hit fine, but then all of a sudden my lasers are unable to track him, and he simply finishes me off.

At first I thought he was using silent running, but his shields don't drop.

Is this a particular advanced module he's using or something else?

Was he in an eagle? If so he probably used a heat sink. If done right you will lose your lock and make it much harder to hit him with your lasers.
