something needs to be done.. some group or faction is giving the middle finger to the ENTIRE Elite community by doing everything they can to keep the system in Lockdown. I know many of us who bounty hunt there a lot to try and keep it down but what we can do is limited compared to what the murderers do.. It's keeping huge amounts of players from getting access to an essential engineer. Suggest either changing the rare Didi Vaterman requires or make a way to access it through lockdown. That or find out who the a****les that are griefing ALL of Elite are and get rid of them.

Changing the rare would be a temporary solution, but Frontier can hardly guarantee that no rare-holding system will ever become a centre for BGS conflict. Indeed, as high profile prestige systems they're more likely to be fought over than some no-name refinery.

Fortunately, there are already ways to obtain Lavian Brandy without buying it from Lave Station - it can be found in the holds of various megaships and installations across the bubble (many of which have been disabled and are therefore legal to salvage from)

Also note: the motivation for the Lockdowns is likely to be for their other BGS effects, not to block access to the rare. If someone was actually trying to lock out engineers, they'd start by locking down the stations selling Soontill Relics and Meta-alloys which are required for fundamental engineers ... whereas Vatermann is a third-line engineer who only has G4/G5 shield boosters as their exclusive blueprints - nice to have, certainly, but you have to have been doing a fair bit of engineering already before it's relevant at all.

If a group was the answer then the multiple groups chipping in would be able to stop it.. but they can't. BGS can only be influenced so much in the positive.. the negative has no limits
For influence, yes, this is sort of true (though one can apply negatives to all other factions to effectively get unlimited positives for yourself). For the state buckets, no - a large enough group can always stop a Lockdown (when was the last time you saw a bounty hunting CG go into Lockdown, for example?) by emptying the bucket faster than it's being filled.

However, trying to stop a Lockdown by preventing the state from appearing is a lot of work - better would be to make sure there was always a superior state lined up to override it (Expansion, Retreat, War, Civil War or Election). There are systems near me which pretty much always have a Lockdown pending ... but have actually been in Lockdown for just eight days in the last year.

This would be easiest to do if the controlling faction of Lave Station was present in multiple systems - as I understand it everyone agrees on this but there is a dispute as to whether it should be achieved by expanding the current faction or replacing it with one already expanded?

In the meantime some mitigation can be achieved by making sure that there are always Boom and Civil Unrest states pending, as these must then play out in full before another Lockdown can arrive.
