Newcomer / Intro Legal issues

I am not a newcomers as such but sometime I am getting lost on Game mechanics.

Being in 78 Ursae Majoris, I got a Bounty coz I guess I shot the wrong ones, not the point, I am ok with that :

In 78 Ursea Majoris, the Officer was not offering to pay any fines, no legal issues for me when asking to the Adminstrative contact. I cant get rid of this bounty.

Then, I am now in DELPHI, wanted to have a look on my Fitting, and see this:

All my stuff has legal issues, what?

So, asking the Administrative contact here, checking if anything wrong that I should pay, fines or whatever, nothing, all clean, the only pending thing I have is this 200 bounty from UM78 that I could not get rid off at that time.
Any help welcome !
 
If you get a bounty placed on you it applies to the ship and it’s modules one way to avoid the effects of that bounty is to swap ships as the bounty stays with the ship.
Trying to transfer that ship or sell it or it’s modules will be difficult and involve a charge based on the bounty, swapping a module from a ship in that state into a second ship I believe applies the bounty to the second ship as well.
You have to be in the ship with the bounty to pay it off.

Some of that might be wrong due to Odyssey and my memory.

Ships still become "hot", but the bounty seems to be attached to the player now. It's all very weird and makes less sense than it did before (which is an amazing feat).

I recently chatted with a fellow who came over to Live from Legacy and had a huge bounty suddenly appear on him, apparently from various hot ships he had in Legacy. But now the bounty was on him and followed him everywhere.

The entire system needs to be redone, really. It's inconsistent, and full of bugs too.
 
I dont know if it is still there, but I think I recall that there is a type of timer. Like if you had been issued a bount today at 13:00 then depending on the size of the bounty (I think) a timer will be set on. Like a 30 minute timer. During that time you wont be able to pay off your own bounty, as to give the system police force as well bountry hunters (AI and players) a time to find and deal with you. I think it removes the fact of quickly pay off a bountry that you might had gotten. Like if you accidentally killed one at a station in open, and quickly flies in to deal with the bounty with the station contacts.

I havent got a bountry on myself for a while, and what I said do I not know if it is the old or new system. But I seems to recall that I had ran into such problem before where I noticed a timer on the bountry. Once that timer ran out, then I was able to pay my bounty

There is a timer on Notoriety, what you get for killing the wrong person, you have to be in the game for two hours for every point of Notoriety you have the counter freezes if you aren’t in the game.
While Notorious most station functions are unavailable to you and the Interstellar Factors won’t deal with you. Depending on how the owners set them up Fleet Carriers might not even let you dock.

Ah thank you for clearing that up for me. I knew I recall something about a timer on bounties. Even through it was wrong what I said

Exactly. It makes no sense for the bounty to be on a player rather than a ship in a universe where a player can't be killed - their ship can be destroyed by a bounty hunter but they just "escape pod" off to the last place they docked at.

Having "bounty" costs on each module you took off a "hot" ship and stored in outfitting is weird too. Does installing one of them make your new clean ship suddenly "hot"? If it's destroyed and the bounty hunter gets your bounty (Even if he doesn't cash it in) are you now clean, and do all your other "hot" modules scattered around the storage places of the galaxy suddenly all become clean?
