It doesnt matter where you pay them. Issuing faction gets benefit.

At least that was our experience.

Once we paid off / collected 10 mio bounties, and the faction issuing got +4% the next day.

That is interesting because if bounties were paid off then that money would have gone to LFE and if my theory about lockdown canceling out any damage to the lockdowned faction due to all policing being now the responsibility of the army is correct it would explain where that rise came from.
 
Ah. That does make things interesting and does make total sense. All the killing has done no harm to LoE and the bounties have given them a hearty boost. Whoops! If it's true that means we're in a very weird position of being grumpy about our enemies being in a negative state (lockdown) and our own faction potentially being in a positive one (boom).

Can anyone think of a way of verifying this theory? Perhaps we should leave the martial offensive until after lockdown has cleared?

Looks like Wings will fix our problem

My original line of thinking was that they would have go to the Feds but in what context and what influence it would have on a system? If it has a system based influence then it would make sense that they go back to the faction that issued the bounty as Flin mentioned but then aren't we somewhat assisting them by running these sorties? Where's the balance? Obviously we'd be better off not paying them?

I believe what they may have designed is a risk/reward system with Lockdown. Because of our actions, the Feds are here to protect LFE. I noticed yesterday that all of their ships seemed to be aligned with the LFE faction, presumably because they were called in to support them.

When we strike at the police, it HURTS LFE for the reasons Orfeboy has always maintained. But as soon as we turn those bounties in (which will be issued by LFE, since the police are allied to their faction) then it HELPS LFE because we are essentially "turning ourselves in" and submitting to the law (as Flin has noted.)

It's a bit odd that these crimes would be wiped in a lockdown scenario (and we wouldn't just be locked up in a maximum security facility on some remote, icy asteroid ring) but I suppose you have to draw the realism/fun line somewhere. It would also explain why our military campaigns have apparently affected influence inconsistently. If there was a significant lag between the time folks like Mauze rack up gargantuan bounties and the time they turn them in, it would make the influence polls pretty chaotic.

So back to that Risk/Reward aspect. If my assumptions are correct, it would leave us with two options:
  1. Continue supporting CSG & attacking LFE while having to dodge all of the lockdown Feds that are now attacking us.
  2. Fight the Feds, but don't clear your bounties!

In either case, it means that lockdown is essentially ratcheting up the difficulty. I think that makes sense if it was indeed designed this way.

Interesting! That rather suggests that things could be moving from next week!

I am not saying your theory is incorrect but it is worth noting that those ships last night were not Federal Navy ships. They were LFE Federal Security. They are the police ships for the system. They are not the same thing. That is why they were alligned with LFE.

LFE is a Federal organisation and only a small cog in a big wheel. Now that lockdown has arrived we have the Federal Navy in the system. You will still find the police ships at the stations and flying in super cruise but you will also find Navy ships at the checkpoints and patrolling in super cruise.

These ships are tougher and contain Cobra's and Pythons among their numbers. They tend to have more powerful loadouts too being of higher combat rank. Attacking these ships will not just result in you being labeled hostile to LFE. You will be considered hostile by any police force in any system that is alligned to the Federation and will not be allowed land in their ports.

This important snippet seems to have been missed from the 1.2 beta 3 update:
'We've copied across the minor faction states from the live galaxy to the PTS, so we should be able to test these background sim changes over the weekend, in particular, I'd like to watch Lugh and Mikunn to see if those systems correctly change control.'

so on the wings beta...... should CSG now be in system control (or at least a war in progress)?

According to Rearden's epic post on the subject (https://forums.frontier.co.uk/showthread.php?t=122068) a Lockdown lasts seven days, of which we have already had two.

Presumably the bounty will always go toward LfE eventually even if we wait a month before paying it off, so we just need to make sure we're earning those bounties while it's also harming LfE so we get a net gain.

Do we think that interdictions and taking out non-CSG-aligned ships at USSs will help or does the lockdown affect those too? (I guess the answer is, "We don't know")

OK guys, our position has been decided for us! One of two things happened last night. Either it seems our actions last night had no effect at all and I think we can finally say that aspect has been tested!

Or, we sent the Navy packing and it has lifted the lockdown imposed by LFE! Either way there has been a major swing in events.

Lugh for equality made a huge jump last night left unchecked by trade. There may be others working against us. But they have also triggerered civil unrest. Exactly what this will mean is unclear but cannot be good for them.

On the plus side however although we have been forced into a boom we no longer have to tip toe around the issue anymore. Our cards have been dealt. This means we can go back to trading and bolster our much needed war funds. Also we can crush LFE's standing as we have always done.

War is coming!

Get out there and start raising funds.

You are going to need it!

We will ride this boom out and put LFE back where they belong! In the mud with the filthy animals they so readily imitate!

This being a war reporter is a more full-time job that I thought! But the video from yesterday evening is really good - I'm rendering it now. Hope you guys don't mind hearing your rambling on video, 'cos I'd not realised I was recording it. But to be honest it adds much more flavour than just engine noise - it makes us look much more like a real team that (I hope) people will want to join.
