Considering FD have never fully tried to land crime and punishment with longer trend of consequences and 2.4 gives first dip into this I would not call it over yet.
So theory is this - we will have karma. It will be calculated from your actions within game - combat logging, player attacking, stream snipping - add change in karma will have consequences. See is as 'fame' if you will. It can be then added into game logic and having weighted response to basically everything.
We know system security will have better weapons and ships. Most likely heavily modified engineered ships will trigger alpha teams from police.
Long term idea is to make karma impact your rep in human space, all your minor faction reps aside. You will just face stronger pushback when being a jerk.
So a karma system wouldn't really work in Anarchy space, which is basically 99.9999999% of the gaming world? Sounds awesome to me! Unless of course karma would still measure rabid killing of explorers out in the void, for example.
Also, no karma system will prevent stream sniping, which this thread is all about - only severe and swift stompings on the stream snipers by Frontier will cure that one.
