If you're in a L9 I'd expect you might have learned how to dock with your smaller ships on the way up to that point. The L9's a big beast and a tight fit.
No, there's no way to turn off rotation outside the station, although there is a toggle control option to turn it off INSIDE the station, but doing that stops your ship rotating with the station and causes the landing pads to start to rotate relative to you.
Might I suggest more practice with smaller ships (getting them straight down the middle of the slot) and/or a refinement of your landing approach. I go a lot more gingerly in my L6 than my Cobra. In an L9 I'd likely want to be 7km out, dead straight, and then slow ahead, four pips to shields in case I clip something. I'd go at no more than a 30 speed to glide on in (or the minimum speed not to incur a loitering warning). Anything smaller than an Asp will bounce off the bonnet if a ship tries coming out of the station.
Or invest in a docking computer and put your feet up.
