Because you're a bad person and you deserve whatever is coming to you ;)

Use your Galaxy Map to search for Low Security or Anarchy systems. You can visit Interstellar Factors at stations there and clear up.

You can also access this service in any local Anarchy jurisdiction (e.g. If an Anarchy faction owns Station X, but not the system).
 
That used to be a bug, but I thought they fixed it. Was it reintroduced?
Cannot understand the need to be logged in for 2 hours per notoriety point. Almost childish punishment for PvE accidents on npc ships.
RES combat used to be my goto, but I am simply not good enough (and never have been) to not get these bounties, unintentionally of course - well as much as you can be with G4 beams and suicidal npcs.

If you had put the beams on turrets they would avoid hitting untargeted ships when in Target Only mode.

Something I witnessed on two separate occasions and that was ships going from Wanted to Clean suddenly. I was bounty hunting at a Nav beacon both times. A new ship entering the system scanned as Wanted. It managed to get out of my line of site briefly before I was able to fire on it. When i caught up with it, it was showing Clean. The first time it happened I just accepted it as me misreading the scan message. When it happened again another time, I started to think there is some sort of bug in the game or maybe server lag that is causing these issues. I only saw that happen twice but it could explain why I'm getting marked with bounties for killing ships that are scanned and showing Wanted. Whatever causes this issue is quite annoying and I agree with you on the accidental firing on NPC ships. At this point I have over 130 ships killed under my belt out of which two were both, Wanted and Clean at the same time ;)

Happy to report I was able to find a populated system with low security (not too many in the section of space i call home) and I paid the bounty. I'm now back in business.

You can also pay the fine at the station where you are wanted and you will be cleared to use all facilities.

Make sure to bug report that kind of behavior. If you can capture video of it, even better.
