Newcomer / Intro Marked Wanted...not sure why - need help

Commanders
I was fighting a wanted ship at a Nav beacon in my home system and when I destroyed it, I was attacked by other ship and got killed. I had to rebuy my ship but the game did not spawn me in my home base but rather in the the original system where I started the game. When I returned to my home base I realised I was wanted there. I'm blocked by something called Anonymous Access Protocol which prevents me from doing anything. I would like to pay the fine/bounty to change my status to clean but being a new player I don't know where to go or how to do. My home base does not give my the option. Any help would be appreciated

That's weird. You shouldn't spawn where you're wanted. Sounds like a bug, but hard to tell.

Go find a Low Security system and visit an interstellar factor. Try paying your bounty off there and report back.

If you read through the bug reports, the spawning after being killed seems to be suspicious at least.

Regarding why you are wanted: check your left side HUD, Transactions tab. There it should tell you why you are wanted, and by whom. A fine you can pay at the corresponding faction contact, a bounty you'll have to pay at an Interstellar Factor ("Broker Network" in the station services in the system map).

Spawning at your starter system is odd unless you where in your startup free ship in which case it could have been a missclick on the rebuy screen.
As the others have said Contacts to pay off Fines and Interstellar Factors for Bounties you can also filter for the IF guys in the Galaxy Map now using the Services filters but only in systems within 40Ly that you have data on, obtained by visiting or purchase.
The other way of dealing with a bounty is to swap ships as they are linked to the ship and its component parts only the Notoriety of being a murderer follows you around personally.

There have been significant changes in 3.0. Here's a couple of quotes I picked up on:

Crime & Punishment changes

1. Crimes are now attached to ships rather than CMDRs. Landing at a station with a wanted ship in a system where that ship is wanted will restrict certain services because the ship is forced to use "Anonymous Access Protocol".

2. Detention Centres. When defeated by authorities, CMDRs with bounties will be forced to pay their rebuy costs, fines, and bounties in full; CMDRs with insufficient funds will go bankrupt and be forced to accept a loaned Sidewinder MkI. They will then respawn at a Detention Centre Megaship in a system near where they were defeated. Detention Centres lack Shipyard and Outfitting facilities, and will spawn CMDRs in Solo instances to protect them from spawn-camping until they jump to Supercruise or another system.

So it would appear that the wanted ship status in your home system transferred to your re-bought Sidewinder. You are still wanted for the crime in your home system so your services are restricted.

I would think that there are a couple of reasons why you respawned elsewhere. Perhaps something related to the Detention Centre scenario or as said above choosing the Sidewinder start game option from the rebuy screen. i.e you got the free version docked at the start base instead of the rebuy ship docked at your last visited base.

I'm guessing a bit there because I'm not sure how the rebuy screen has changed - haven't been there yet. A whole day without visiting the rebuy screen !!!!!!

So basically you need to go to another system that has a base with an Interstellar Factors service.

The odd part about spawning in my starting system is that I actually spawned with my current ship which was not my starting ship. I could see the bounty on my head in the Contracts menu so I know who I should pay. The problem is when I go back to that system, I'm wanted and when I dock in the hub, all options to pay under the Contacts menu are blocked. I also tried to do what others recommended and find a low security system to pay there but every security system I found was devoid of life...a single star system with no space port to land in. Not sure whether I was unlucky or the update did something in the game. Very puzzling :(

Tried finding Low Security systems and each I found had no space port to land in. They were all single start systems with no planets or hubs or anything. Was I unlucky not finding one or are they all like that?

Ah, the new bounty system is so much less confusing than the old. /sarcasm

Here's what I believe is happening.

You got a bounty. That bounty is attached to the ship you were in when you committed the crime. It does not expire.

You got destroyed. But, you are now wanted in the system you last docked in, so you got re-located (because the game doesn't want to spawn you into a station where you're wanted).

You must now find an Interstellar Factor (in a low security system) and pay off the bounty to clean your ship. Then you won't be wanted any more.

You can also switch to another ship, which will not be wanted. But your original ship will remain 'hot' until you clear that bounty off of it.

The key thing is to understand that the bounty is now attached to the ship, and will never expire. It has to be paid off to be removed.

If you dock in a 'hot' ship at a station where you're wanted, you won't be able to do much (most stuff will be disabled).

I guess that you respawned at your starter system was a coincidence. It might just have been the next station to be relocated since where you have been docked last you are wanted now, and you don't respawn in systems you are wanted in.

It sounds like you did not complete scanning the wanted ship before you shot. Even if the authority is shooting at a ship you do not know it is wanted until you see the "wanted" in the hud. When it died you got a murder bounty and one point of notoriety.

Low security systems should have civilization. Anarchy systems often do not have civilization. Did you scan the system? You do not know what is in a system until you use the discovery scanner or enter the navigation beacon instance and actually scan the beacon.

Interstellar factors cannot clear bounties of notorious commanders. You have to play two (2) hours to clear each point. Playing in a system with a different controlling faction is your best option until you lose the notoriety.

I did complete scanning of the ship and that is how I knew I could fire on it. I also used the Kill Warrant scanner on it first so I should have not become wanted. It is true that the authority ship turned on me so fast, I went down in seconds. I wonder if using the Kill Warrant scanner did something funky there. It seems they are not working correctly after the update....that is according to some posts I read in this forum. The suggestion to scan the beacon is a good suggestion. I will check into it once the Xbox Live login services are restored and I'm able to start the game. BTW, my starting system and my home system are not next to each other. It took me about 15 jumps to get back from start to finish. My home base before all this happened was in the LP 377-100 system.
Thank you Commanders for all your excellent suggestions. I'll report back once I cleared my name :).

The advice for the KWS was to use it second as it would reveal bounties on a ship that was clean locally which would mean you would be in trouble with the authorities if you attacked it, currently the KWS is in transition so I am not sure this still applies.

Hi All
Happy to report I was able to find a populated system with low security (not too many in the section of space i call home) and I paid the bounty. I'm now back in business.
Thanks for all the help

To mitigate the risk, you can consider dedicating one or more ships to criminal activities. That way you never or rarely have to worry about going and cleaning them.

Well, guess what. Got another bounty on my head while bounty hunting in a resource extraction site. I'm really scratching my head about this because I'm very careful what ship I fire on. I must be missing something and seem to repeat the same thing. My preference is not to do criminal activities, I just seem to get into them by accident or because of lack of understanding of the game mechanics. All the ships I fired on were showing wanted after scanning them.
Anyway, I tried to pay the bounty off with interstellar factors in a low security system but this time they are refusing to do so. I think this is due to something called notoriety which might be higher now since this is a second bounty on me.
So now, the question is, outside of flying a ship that has a bounty on it is there something else I can do to remove the bounty or should I basically forget about my newly acquired $25 million Chieftain? Hope there is some sort of way out of this without forfeiting my ship?

Notoriety will go away 1 point per 2 hours in game (you probably only have 1 point). It may or may not count being parked on a pad. After it has timed out, you need to jump (or maybe log out) to get it to update.

It seems that SLF that are killed as they exit their parents belly are making people Wanted as you have no idea they are even there, let alone time to scan them. Probably a bug.

When your Notoriety has gone you will be able to deal with things, you don't have to forfeit the ship though if funds are tight you could park it somewhere safe and use a clean ship until you can afford to clean it of bounties.

This happened late last night so I'll give it some time and try paying it again. It is good to know this is not a permanent punishment in the game 'cause I was contemplating dropping the game all together considering how much grinding it took for me to save the kind of money I needed to buy and upgrade a Chieftain. For a new player, 'losing' this kind of money would be quite discouraging.
Cheers :)

That used to be a bug, but I thought they fixed it. Was it reintroduced?
Cannot understand the need to be logged in for 2 hours per notoriety point. Almost childish punishment for PvE accidents on npc ships.
RES combat used to be my goto, but I am simply not good enough (and never have been) to not get these bounties, unintentionally of course - well as much as you can be with G4 beams and suicidal npcs.
