The elusive ones, found in Indi/Alliance systems in War/Civil War.
But there it's almost always Military Grade Alloys, not Supercaps.

Now I stumbled upon them here:

SHASIR system, Independent, 540 million. Feudal, agrculture.
War HG
HG giver: Simbad Regime - Independent, democracy.

Maybe this Feudal Agriculture can be a hint plus, or the Independent Democracy of the HG giver. Anyways, you can find them here, in Simbad's HGs.

A War/CivilWar HGE, preferably spawned by an independent/alliance faction, with no other states, will have most of the time Military Grade Alloys and only rarely they will have Military SuperCapacitors

These was and still are rarest G5 mat from HGE, like 1 of 10 times, to have these spawn in relevant "war" state HGE instead of plain old military grade alloys.

But luckly these are either rewarded at missions now, or can be simply traded down in nearest mat trader, because other G5 mats can be replenish from 0 to 100 in single HGE.

Imo, still might be fastest to refill military supercaps by mat trader using other more "common" G5 HGE mats, than looking for "correct" HGE.

I discovered something interesting a couple nights ago. The material is not determined by the system state. It is determined by the state of that faction that "owns" the HGE.

I found Military Supercapacitors and Proto Radiolic Alloys in the same Boom system. Two of the lesser factions in that system happened to be at war, and one them "owned" a HGE. That's where I filled up on super caps.
