The biggest reason I almost never take missions is because they always want me to go somewhere else to do the mission. That's fine sometimes but I usually just want some mission I can actually do right there in the system I'm already in.
For every one mission there currently is in another system, there should be five that take place in the system you're already in, and on the planet you're already on. At an up-and-coming colony there should be tons of work available ... setting up mining stations, fixing broken equipment at mining stations, warding off pirate raids, bringing in shipments of beer, hauling biowaste at least 3km away and dropping it into a crater, etc.
There should also be missions like, "Track this pirate down, he killed my brother. Find out where he lives and nuke the site from orbit." Just saying, that would be awesome. OK I know you won't do nukes. But ... tracking down a pirate who killed someone, maybe who killed you, and finding out which crappy planet he lives on, then going there and blowing up his settlement, and killing his children and wife, would be satisfying.
