General Gameplay More variety in the Approval and Disapproval rates for contracts

The contracts can be easily summed as "+3 to X, -2 to Y and Z"

IRL, some contracts should be able to provide more variation also in light of their result and complexity.

Example: Island rating contracts should yield moderate approval with all factions. While producing genetically modified dinosaurs should definitely cause massive disapproval with one faction and only moderate disapproval with others.

I'm unsure of the rock paper scissors relationship between the 3 divisions, one more unsufferable than the other, accepting suggestions.
 
Balance of Power could be:

Science tramples Security: because dr Wu is at the helm, and in the continuity we know what this means
Security headbutts Entertainment: because "SHOOT HER"
Entertainment mauls Science: because "more teeth" and whatnot
 
And of course, contracts of the nature "reach X profit per minute" should be a lot rarer, but graint massive approval for all divisions. After all, more money means more toys.
