when using the multi tool to select items I want to duplicate, an example I was trying to use individual planks to cover the side of a building so I thought if I done say 10 planks, then duplicated them for quickness, however when I select them using CTRL and clicking on them, I don't get the option to duplicate, am I missing something ?

You can only do that when they are part of a building. Inside building mode you can copy as much as you like.
The Multi select tool doesn't give that option outside building editing mode. Why that is I don't know.
