And there are hardly any AX, OR Guardian gimballed weapons (is the AX Shock Cannon any good?). And not any AX or Guardian weapons of level 4 (huge slots). So FDev is making people force a play style in a (semi) forced game mechanic.
I'm a returning noob to this game. So please excuse me for any unknowing remarks.
Shock Cannon is
not an AX weapon. It's just a kinetic semi-automatic cannon with theoretically good stats. Only theoretically, because due to massive jitter and overheating it is actually one of the worst (if not the worst) weapons in game. It also cannot be engineered and has tiny amount of ammo. It does work on Scouts, but then does any weapon, AX or not.
Speaking of Scouts - I use this FDL:

Fun to fly, super-easy to use and extremely effective against Scouts. You can clear Threat 6 NHSS (12 Scouts), mop up the acid with limpet if necessary, and go clear another Threat 6 NHSS. The only skill required is ability to point it at the nearest Scout and then follow it and shoot until it dies.
Use with pips in 3-0-3. Scouts are slow, so boost isn't needed (and FDL has more than enough speed and maneuverability at 0 pips). Remember to turn away when Scout is about to blow, otherwise you risk getting into acid cloud (and waste a limpet mopping it up afterwards)
Speaking of gimballed AX weapons - no one at FD ever answered why we can't have gimballed AX multicannons or Guardian weapons. Of course, we all know the answer ("they supposed to be a
challenge!"), but that does not make our life easier. Thankfully they made Scouts vulnerable to conventional guns, otherwise I would be completely locked out from anti-Thargoid combat.
Who knows, maybe they'll introduce some gimbaled Guardian\AX guns in 3.3.
