No conflict triggered

As of now, what reasons prevent minor factions entering Civil War? Is there a limit on wars/elections in one system? The two factions don't own any assets and have crossed each other with a clear 2% each way.

Another BGS function I thought I fully understood but I must be missing something, hopefully it's a bug or a recent change.

Under normal circumstances you can get crossover without conflict if:
- neither faction owns a contestable asset
- the crossover occurs below 7%
- the crossover occurs as a result of influence changes from a state (most easily the 15% expansion tax, but it can happen with the others)
- the crossover occurs while one of the factions is involved in another conflict in the same system

If none of those apply, I have seen one case of crossover-without-conflict recently which did appear to be a bug (the factions did start a conflict as normal on a second crossover, in that case)

I originally thought that's been the case for years, but then last week two factions I intentionally crossed over went to war with neither owning assets. None of the other points you listed applied with this example. One of them was non-native - would they still go to war based on 'invasion' principles, even if the non-native faction has been in the system for over a year?
 
In this case, no. Invasions only occur if there is no 'vacancy' in range of the source of the expansion, and it goes against the lowest non-native faction at the time of the expansion being executed. The invading faction fights to get in, contesting the non-native faction. The loser is kicked out.

In this case, as was mentioned earlier, no assets means no conflict.

Are you sure neither owned assets, and it wasn't some orbital non-dockable factility? They don't show up on system map, but conflicts can be had for their ownership.
 
Worth noting that non of the plugins report/collate "Attraction" ownership (Attraction seems to be the term for non dockable assets) .
If you find any 3rd party site that does show ownership, its been manually entered so likely to be out of date.

I'm positive. When I first enter a system I add all relevant info to a spreadsheet, including non-dockable assets as listed in the System Map, and I track changes daily even if I don't do any work in that system. Also, there were no assets to 'Attack' or 'Defend' under Status in the Internal Panel. The winning faction gained nothing either. Of course, it's possible that THAT example was a bug...

As long as the usual info is relevant, as listed by Ian, then I'm happy to plod on. Just another strange BGS occurrence.

Not ruling out the potential for a genuine bug here, but this is the problem I was trying to highlight.

These are non-dockables which aren't on the System Map.
 
So that's something I'm missing. How would I find what non-dockables there are in a system?
Go to the system and look around - many systems have installations (non-dockable orbitals). To find ownership you need to navigation-target it from normal space (if you're in supercruise the approach indicators override the ownership display)

Or alternatively, in this case, check the conflict in the right panel - the installation will show up in the "at stake" listing.
