No one uses the picnic tables

I thought guests are suppose to sit at these... but no one seems to use them.

Are they just for show?

Guests should be using them. If they're not, then it may be a bug. Maybe, they're too far away? Try putting the table closer to the shop and see what happens. It could also be an energy level thing. If guests energy levels are too high, they won't need to rest. It could be something that needs to be adjusted, so guests sit more. Put those tables closer, and see if that does the trick.

Same here, my guests where using those tables, but not anymore.

Is that because your park has expanded from when these were popular and your guests are eating elsewhere? Check to see the profit the shops have made over time.

Same here too.
Guests only rarely use the pick-nick benches. I have about 120 of them at multiple locations around my park at close proximity of popular food/drink shops, but at most 3-4 of them are actually used at any given time. Guests obviously prefer to keep walking while eating/drinking.
over 95% is empty, though not always the same tables.
 
Some need to tell the guests that it is better for the health to sit down and eat instead for eat on walk! [haha][cry]
 
I did some counting, over the period of 1 in-game year there were never more than 20 guests actually using any of the picknick benches.
There were always more than 10.000 peeps in my park so no more than 0.2% of the peeps is using the picknick benches. That's not what I remember seeing in real-life parks, where most tables are occupied.

I think part of it is that the algorithm for Peep activity doesn't generally allow them to want to sit AND eat at the same time. If they are tired they sit. If they are hungry they eat. If they are both they do both (and may do so at a picnic table) otherwise they simply resolve one need or the other. So if you have a peep who is just hungry, they buy food to eat and then decide what attraction to go see next. That means eating on the go and ignoring all those lovely tables.
