Non-scavengers in abandoned settlements?

Every since Ascendancy dropped there are usually commandos in abandoned settlements and there are not scavengers.

Why are these commandos there? I assume something to do with the new Powerplay, but can anyone tell me why there are there?

They are super annoying to not shoot when hunting scavengers and I wish Frontier would get rid of them in abandoned settlements. When you shoot them you get fined and notoriety, then you have to go to an interstellar faction to get rid of the fines and wait for the notoriety to go to zero.

Plus when scavengers spawn in the settlement as you get there (before the drop ships show up), you can't kill the commandos and complete the mission since some of the extra spawning scavengers spawn as commandos, but the game counts them as scavengers that you have to kill to complete the mission.
 
I took a restore/reactivation mission (turn on power, put out fires) today. Turns out, scavs were present and a secondary objective was to kill 14. As it happens, there were only 10 scavs present, but 4 settlement guards, patrolling as normal, and ignoring me. Until I started cutting a panel. Then a guard turned hostile. Only took out that one and got a bounty, but I avoided the rest and completed the mission.

This has not happened to me before, and I have done a lot of these missions. I later returned to power up and loot the settlement. There were no guards.
 
Just ran into this as well, the "clean" NPCs that spawned along with the scavengers were all Powerplay NPCs. I'm guessing that when they added the new Powerplay NPCs into all of the Odyssey settlements, it somehow accidentally caused them to spawn in with scavengers as well.

Happens at crash sites too.
I'm imagining the elite corps of powerplay warriors that are sent around the bubble and stationed at all POIs and settlements just in case some dude does something wrong. It's beyond ridiculous! This PP guff is really cranking up the credibility of this game. Are we sure Eric Idle and John Cleese haven't been visiting Frontier HQ recently? :ROFLMAO:
