Horizons Not enough CC?

I did some Google search on this but explanations are not good enough.
I have been getting a message every time I log on to game.
The message is "Your power needs help. Not enough CC"
Also says "short by a certain amount"
can somebody explain what this all means please.

it is a power play thing dude. You must have signed up with a power?

I watched that last night and found out being with a power causes some grief, and trying to leave a power causes some grief.
Wish the instructions in game mentioned that.

Its really not as bad as it sounds. If being part of power play is not to your liking, then just leave whatever power you joined. Their ships might attack you for a day or 2. After that they will leave you alone.
