Not sure if this is a bug or not . . .

Tried out the new mining mechanics today. Fitted out my Corvette with all the new toys and headed out to an opal hot-spot in a planetary ring. What I found is that now, when I fire a prospector limpet at a rock about half the time I cannot lock on to it and so cannot see the results when it attaches. Also, target (deposit) markers on the rock cannot be targeted unless they are quite a ways off from the center of the HUD, I have to maneuver the nose of my ship to the side in order to designate them as targets.

Has anyone else experienced this?

What I think you are seeing is the shell of a destroyed limpet flying towards the roid.

For some stupid reason, if you are moving above a crawl your ship destroys the limpet.

So you need to stop your ship before you fire a prospector. FD decided that we were in danger of enjoying mining after the upgrade, so had to inject some tedium to balance it. It's also a major stealth-nerf to legacy mining, which was done to make sure that players abandon it the way FD has.
