Fact!
There are still NPC´s out there who triggers "Thermal attacs"
There are still FdL´s out there that you can´t outrun with a A Rated FdL (Boostspam and the Enemy get´s closer).
There are modded NPC´s out there.
For starters, as it's been said plenty of times now, when you hear warnings like "thermal attack" or "impulse attack"... those are not specific to engineer modified weapons. I'm not sure of the post I read it in, but it was something like... In 2.1 they added NEW SOUND EFFECTS to help CMDRs better identify and distinguish between ALL types of attacks. Meaning... weapons that already existed prior to 2.1. Here's a hint: Lasers, Rail Guns, and Plasma Accelerators ALL cause "thermal damage", and Shock Mines cause "Impulse Attack" warnings. *There have been Powerplay weapons/faction specific... that have increased heat effects, cause module malfunction, rail guns that can fire multiple rounds before needing to be reloaded... almost rapid fire one might say, smaller PA's with slightly faster fire rate... those are not modified weapons, have been here since the PP update. Whether or not NPCs use those weapons... I don't know. I DO know however... that PowerPlay NPCs are much more difficult & hit harder than your average NON-PP NPC, more often than not.
(I can say first hand that I have heard "Impulse Attack" from shock mines... in fact.. they were my own! Don't ask me how I managed to shoot myself... it just happens from time to time!

Second, so what about an FDL not being able to outrun an "A" rated FDL? While it's true an "A" rated FDL usually includes "A" rated thrusters... NOT ALL NPCs use "A" rated components. Here's a hint for you: "D" rate your FDL EXCEPT for your thrusters, and it will weigh A LOT less than the fully "A" rated version of it... and because it weighs LESS, it's faster!
Another hint: NPC's don't need the best Frame Shift Drive, as they are most commonly stuck in the system they spawned in. (key word... commonly, not always, but more likely than not) FSD's eat up a lot of a ship's overall weight. Take that FSD down a few notches, and you could potentially have a FAS that could outrun a fully A rated FDL, simply because it weighs significantly "less".
My last hint for you: Take away some weight... and your ship will take longer to lose speed after you use your boost... you will in essence be going faster, more. After 1 or 2 consecutive boosts, your ship will be going it's absolute top speed for it's current configuration.
I am saying all of this NOT to be a jerk...regardless of how anyone takes it, my being snarky is a result of everyone beating a dead horse OVER and OVER and OVER again. I'm saying it because I like this game too, and also because I "want" to like this game more than I already do, and it's hard enough as it is with whatever problems "everyone" might experience, without having to read such craptastic assumptions, accustations, and speculation... all of which do absolutely no good for anyone!
Some players like to crab at everyone who are having issues by saying "git gud", not me... I would say something more like, "If everyone spent as much time and effort making sure they knew WTH they are talking about as they do complaining... there would be less problems and more time to spend fixing them!"
