Until the full analysis is revealed, we have no way of knowing what went on. He can confirm the convoy was attacked without provocation? No. He can confirm that from what is in this analysis, it appears to him to indicate that it was unprovoked. We need more than just one set of eyes and brains on this problem. He might have missed something or very possibly misinterpreted it.
 
Remember on Babylon 5 what started the Earth/Minbari war? The Minbari opened their gun ports as a sign of respect. The Earthers took that to be a preparation to initiate hostilities and opened fire.

If you will forgive the off topic post, that encounter really ground my gears. It was entirely the Minbari's fault. How can a supposedly intelligent species make such a stupid mistake as to take any action at all, before you know who and what you are dealing with. Any diplomat or psychologist would know that you would need a lot more information about the culture you are dealing with before taking any action whatsoever. You would simply have no way to know how anything you did would be interpreted.

And if you see an alien craft and get readings that are similar to the alien items you have on board, you might want to drop them to prove you aren't a thief. Some cultures take thievery very seriously.

To be fair, when the leader found out what they were doing he tried to stop them. Much too late.
