Oculus App/Steam

I maybe confused, but I just recently started play ED again. Stared with Oculus and Rift s. I still have and play using the RIFT S, but it looks like the ED from OCULUS App is not the same as the one on Steam VR. Am I correct? I have bought the SteamVR version, but running into issues as I am going thru Oculus then SteamVR to run the game, which is causing issues. Screen stuttering, freezing, etc. I am open to any suggestions.

You are running a Rift S (just like I do). What's your setup? Win10, 11? Mainboard, CPU, graphics card, RAM, SSD (dare I say NVME2?) or HDD?

Are you starting the game from the oculus app, or are you using a shortcut from your desktop (via Frontier's program)? I am sorry for asking that question, I have not completely wrapped my head around that part of your post. ;)

Are all the drivers up to date? Have you tried different USB ports? Even though the Rift S uses display port, the USB ports still are very important. Found that out the hard way. :D

Long story. Bought ED thru steam back in 2017 and played a bit. Got the Rift S a while later. Bought the game again thru Oculus App and played in vr with VoiceAttack and HCS voice Packs. Stopped playing till recently.
Tried to start back up a few weeks ago. Could not get VoiceAttack and HCS voice packs to work. Kind of determined that the ED on Oculus was not the correct version to work with the updated HCS voice packs.
Went to Steam and purchased ED (Live?) VoiceAttack and HCS voice packs were working (somewhat. Still work to do on that.)
To play I have to start the Oculus, then run Steam VR to run the ED(live). Added with VoiceAttack started, EDDI and HCS the system is extremly slow. There is nothing else this machine does.
Computer specs are as follows:
Graphics => NVIDIA GeForce RTX 2060
Processor => i5 -9400
Ram => 16 gig.
Windows 10 Pro
Not sure if the computer is not enough or if I am doing things wrong. Havent play any games for a while and struggling to get back into gaming...
 
Screen stuttering, freezing, etc generally means PC performance capabilities and / or game settings too demanding.
However there are some general reports of game stuttering issues potentially related to game server polling, personally I don't experience these too much, so its probably not the major cause of what you are experiencing.
If your GPU has 6 GB of VRAM (which I think a RTX 2060 is) its probably the worst offender, best to have a minimum of 8GB VRAM, 12 / 16 GB best.
Make sure you are maximising all of your PC performance capabilities ie RAM & CPU overclocking / optimisaton, ie RAM XMP.
Try setting all game options to their lowest values and see what you get. If you still get screen stuttering, freezing, etc your PC probably can't cope.
If the game runs ok then gradually increase the settings until you find the point where it starts to become unacceptable with visuals you can live with.
A trick when using VR is to lower the monitor resolution to as low as it will go to focus the GPU load on the VR headset image.

Maybe you played before Odyssey came out, then? In short, Odyssey massively increased the performance requirements (dramatically more than the game's stated minimum/recommended requirements, which are grossly misleading to the point of plain dishonesty).

Based on what multiple experts said here (via investigations under the hood), the game's new graphics engine was extremely poorly optimised at release, and hasn't improved all that much since release. So if you were indeed a Horizons player and have only just experienced Odyssey, then I think you need look no further for the cause of the performance change.
