Odyssey Underming equivalent

Is there any equivalent to underming on odyssey, some kind of settlement raid or player action to gain merits attacking settlements?

As of now, nope. No way to perform powerplay actions outside of a ship.

If the plummeting Anarchy inf & security are an indication of anything it's that attacking assets & NPCs belonging to the faction you want to oppose has a negative effect on that faction.

Not something I've experimented with, give it a go
