That isn't hooning according to the thread OP's descriptions.
It's just decoupled spins while flying in a straight line over mostly flat terrain. It looks fancy, it's not super complicated. There's not really a sustained challenge in that. People really looking to scratch that itch will seek out content designed specifically to meet their needs:

Fly: Dangerous comes the closest to the same sort of impact I've seen of anything for the feeling, excitement, challenge, and variation that you get from hooning some of the best Horizons locations. In many ways it exceeds it, having the flexibility of being a game specifically built for that purpose without being restrained by the mechanics imposed of being a "sandbox open world" game that Elite uses to throw roadblocks into the way of gameplay.
Can't wait to see where FD goes as it develops through alpha.

I Hoon a lot but the red warning lights make doing so a risk of seizure
That’s why I use the Amazingly Realistic Immersion Mod and just turn them off entirely! Otherwise I’d go mad.

No, I sometimes see this (though less so since a GFX card upgrade and the more recent patches)

I see lots of commanders posting screenshots saying the planet tech sucks - and it kinda bugs me that, they think it's the planet tech sucking, when it's a bug existing that's making things suck. (there are things about the tech that aren't great though of course, just, this bug isn't the tech itself)

Those are two separate things to me, no point in criticizing the planet tech itself, when the planet tech isn't working, shout about the bug causing graphical errors, yes, indeed, but equating it to the planet tech itself is kinda wonky.
