If Powerplay 2.0 were to be able to be played in Solo and Private Groups, with no effect on the feature, then that would meet the letter of what many consider to be promises from back in the Kickstarter days, without meeting the spirit.
It remains to be seen whether Powerplay 2.0 will be Open only / Open weighted. Noting that doing so will likely have unfortunate consequences for Open play in general, e.g. pad blocking becoming a not-easily-avoidable tactic and CMDR blocking still being a thing (as I don't expect for a minute that Frontier will remove it for Powerplay).
We'll see, in time, as usual.
